- ➤ Waterloo's new downtown parking system is in effect and some local business owners are worried that older customers must walk farther during bad weather. Carpenter's Diner owner Matthew Carpenter said the kiosk locations, chosen by a parking survey, may not suit retirees (local officials are reviewing the sites) and noted that a free parking hour is offered (officials are seeking solutions with Mayor Hart).
